Apprenticeship hiring aid in 2027: what is law, what is promised, and what to tell employers

Search "aide apprentissage 2027" today and the top results tell employers the hiring aid is 6,000 euros, guaranteed through the end of the quinquennat in 2027. Those articles were written in January 2023. The amount has been cut twice since, the flat rate is gone, and the current decree stops dead at January 1, 2027.

For a relations entreprises team, this is worse than an information void. It means the employer you are prospecting may "know" something false, with three-year-old sources to back them up. And it makes the question they all ask in Q4, "will there still be aid if we sign in January?", genuinely hard to answer without doing the homework.

This post is the homework, part one of three. We will update it after the parliamentary budget votes in November, and again when the budget is adopted. Everything below is sorted into the three categories that matter: what is law, what is promised, and what is simply unknown.

What is law today

The current regime comes from décret 2026-168 of 6 March 2026, plus the long-standing "aide unique" for small companies. The amounts, which depend on both company size and diploma level:

All amounts are first-year maximums. Large employers also owe a quota commitment (5% alternants, with clawback if missed). And since 1 July 2025, employers pay a mandatory 750 euro participation for any contract at Bac+3 or above, reduced to 200 euros when the contract follows a rupture.

For your Q4 conversations, one sentence in the decree decides everything: the aid applies to contracts whose execution starts before 1 January 2027.

That is the whole legal situation. A contract starting December 15, 2026 is covered by a published decree. A contract starting January 15, 2027 is covered by nothing. Not because the aid was cancelled, but because no text creating it exists yet.

How we got here, and why the old articles are wrong

The recent history explains both the stale search results and the calibration for 2027:

Look at that third row carefully, because it is the precedent that calibrates 2027. The 2026 budget was adopted in early February 2026 after months of parliamentary crisis. The decree fixing the 2026 aid landed on 6 March. In between, contracts signed in January and February 2026 started with no top-up aid in force. The ministry had announced its intention to restore the aid in a communiqué on 29 December 2025. The money became real ten weeks later.

That is what a ministerial promise is worth in this system: usually kept, always late.

What is promised for 2027

The pledges are real, repeated and increasingly firm. On 16 July 2026, labor minister Jean-Pierre Farandou told Les Echos the apprenticeship credits would be preserved. On 29 July he said the Prime Minister had granted his single request, preserving youth policy, and that both employer aid and training costs would be stabilized. And on 28 August, on franceinfo, he was as explicit as a minister gets: "on ne va pas toucher" the employer hiring aid or the financing of training organizations, naming youth and apprenticeship as his priority while his ministry absorbs around two billion euros of savings.

Three reasons to keep the champagne corked.

The pledge is scoped, and the scope is doing work. "Preserved" covers the hiring aid and the CFA cost coverage. Meanwhile, adjacent apprenticeship budget lines are being cut: the first-equipment aid for apprentices has been reduced at level 5 and removed for levels 6-7, and the ministry has confirmed to the Régions the end of two regional CFA funding envelopes in 2027. The pledge protects one budget line, and only that line.

The pledge is not a vote. France is heading into its third consecutive high-risk budget season. The past two budgets both required an emergency loi spéciale to open the year, a device used three times in the Fifth Republic's history: 1979, 2025 and 2026. The 2026 budget passed in February after repeated use of Article 49.3 and two failed censure motions. PLF 2027 is the last budget before the presidential election, and Farandou himself calls the loi spéciale scenario devastating.

And even a clean yes arrives late. See the ten-week decree lag above. If the pattern repeats, a December 2026 adoption means the decree fixing 2027 amounts lands in February or March 2027.

What to tell an employer who asks about January

The honest script, in three sentences.

For a contract that starts before 31 December 2026, the current amounts apply: they are in a published decree, not a projection. For a start date in January 2027 or later, the minister has publicly committed to preserving the aid, but no text exists yet, and history says the text arrives weeks after the budget vote. So if the aid matters to your decision, start the contract in 2026; if the timing must be 2027, budget the hire to stand on its own and treat any aid as upside.

The script does three jobs. It never overpromises, so nothing you said in October comes back at you in February. It gives risk-averse employers a concrete reason to sign before the year ends, anchored to a real regulatory boundary rather than a sales deadline. And it repositions your team as the people who actually read the decrees, in a market where the top of Google still hands out 2023 answers.

One caution against overplaying the deadline: December is not historically a rush month for signings. Apprenticeship contracts follow the school calendar, and September dwarfs everything. The December 31 boundary is an argument for the marginal hesitating employer, and for them it is a good one.
